What is a Level 2 Homebuyers Survey?
A Level 2 Homebuyers Survey is a visual inspection of the main elements of a property, with clear condition ratings and practical commentary on any issues found.
It is suitable for:
Houses, flats and maisonettes of standard construction
Properties built from around 1900 onwards
Homes that appear to be in reasonable condition and have not been significantly altered
It is not the same as a mortgage valuation. A lender’s valuation is carried out for the bank’s benefit and may involve only a limited inspection. A Level 2 survey is commissioned by you and focuses on the condition of the property and the risks you are taking on as a buyer.
What’s included in a Level 2 survey
The inspection is visual and non-invasive, but thorough within those limits.
It covers:
- Interior elements such as walls, ceilings, floors, windows and doors
- Exterior elements including brickwork, render, roof coverings, chimneys and rainwater goods
- The roof space where safely accessible
- Permanent outbuildings and garages
- Grounds and boundaries in relation to the property
Each element is given a condition rating:
Condition Rating 1: no repair currently needed
Condition Rating 2: defects that need repair or replacement but are not considered serious or urgent
Condition Rating 3: defects that are serious and require urgent attention or further investigation
Unlike the Level 1 survey, Level 2 includes commentary explaining the cause and implications of defects, not just a flag. The report contains colour photographs to support the findings and help you visualise the issues described.
The survey also highlights legal matters that should be referred to your solicitor, such as evidence of alterations, possible lack of Building Regulation approval or shared access arrangements.
A market valuation can be added if required. This is often helpful where you want a professional opinion on whether the agreed purchase price reflects the property’s condition and the local market.

What’s not covered
Clarity about exclusions is just as important as understanding what is included.
A Level 2 survey does not cover:
- Areas that are inaccessible at the time of inspection, such as locked rooms or loft spaces without safe access
- Testing of gas, electricity or water services
- Drainage systems or underground pipes
- Identification or laboratory testing of asbestos
- Specialist timber, damp or structural investigations
If signs of damp, timber decay or structural movement are observed, this will be reported with advice on sensible next steps. In many cases, further investigation by a specialist contractor may be recommended before you proceed.

Level 2 vs Level 3: which survey do I need?
Choosing between a Level 2 and a Level 3 survey is one of the most common decisions buyers face.
A Level 2 Homebuyers Survey is usually appropriate where:
- The property is of standard construction
- It was built within roughly the last 100 years
- There are no obvious signs of major structural issues
- It has not been extensively altered or extended in a complex way
A Level 3 Building Survey is more suitable where:
- The property is older, typically pre-1900
- It is listed or of unusual construction
- It has been significantly extended or altered
- There are visible signs of structural movement or serious disrepair
A Level 3 provides a more detailed narrative, a deeper assessment of defects and often includes advice on repair options and maintenance priorities. Reports are typically longer and more detailed.
